ive got 4 ports and it doesnt matter which 1 i plug either in to :mad:

checked the devices on another pc/checked any other usb devices on the laptop?
no and no
these are the only usb devies i have and i got shot of my pc a few month back and now just have the laptop
Sorry fella but I don't think you will get very far in diagnosing without being able to test at least one way, preferably both. Can you borrow a usb stick of someone at work or maybe take your laptop to a mate's place to check with his kit?
check with a USB keyboard in the bios see if its hardware /software.
if it works ok in the bios would reinstall your chipset and update the bios or that still fails reinstall the OS
should be able to get some sort of usb device to try :)
Thinking about it, TotallyRandom is right, usb keyboard probably would be best device to check with if possible. Failing that, either a usb cdrom/floppy drive so you can see if the lappy uses it before the o/s has booted.
If you had not already
Could check in Device Manager ( Right click on MY COMPUTER then CLICK MANAGE- select Device Man on the left )
Check to see if any devices regarding usb are flashing up in yellow, if so .. could try reinstalling drivers.
