Can this be done? Editable pdf with set fonts

Ok this might sound odd but I can do it with a plug-in but it’s £79 per year and 1.75% from every sale.
I’m not sure it will even be used that much.

So this is what I need to do.
I need to create a pdf file so customers can download it and edit to their needs (just text) and then submit it back so I can cut it.
page would be black background changeable to some select other colours with white text also changable to some select colours.

And the other part is I only want a select few fonts to be available so they can’t use fancy curly fonts.

is this possible?
is there someone that can make this?

Maybe some cleaver twat can do this in html?
