I'd suggest your dma settings need doing. In xp goto device manager and then IDE/Atapi Controllers, on your primary and secondary channels change the transfer mode to DMA if available, hopefully that should change it to Multi Word DMA. If it still stays in PIO mode uninstall the Busmaster IDE Controller and reboot and do as before, this time it will stay in M/W DMA.
In 98 the DMA settings are in Device Manager in the Cd-rom Drives, again properties and enable DMA for all drives.
    I hope it works, Mick

Ive had similer prob with my lite-on drive and i found it faster at 8x than 16x with burn proof on both and check the windows up date site (ie6/tools/windows update) there may be an up date for your drive, also you dont say the cpu you have i have a 1gig and at 16x it still cuts in and out when set on full speed, so if you had a 500cpu the computer prob cant keep up with the drive.

and underneath where it says current transfer mode does it say Multi Word DMA or PIO Mode, if it's PIO you need to uninstall the Busmaster Controller and reboot, windows will re-install the Busmaster and then it'll accept the change's. I have just done this with the guy next door and he's running a duron 700 and burning @40x so I can't see it being much else
