As far as I know Cowerings Good Tools Rom renamers doesnt have an official website but the tools are at hundreds of sites.

Try http://www.emuxhaven.net/cowering.shtml this is where ive always got my 'goodtools' from.
Try Gentoo, the linux source distro...
