Graphic Card Fan

I am doing a bit of unrelated (to the problem) work on a friends PC.

They have an ABIT SILURO 6F2 AGP graphics card. When I opened up the box I noticed that it's onboard fan wasn't spinning and hasn't all the time I have had it. Took it of and cleaned any muck off but it seems that the bearing is far too stiff for it to ever spin again

So just a couple of question;

1) Is this a serious problem? Will it damage the card?

2) Is this repairable?

3) If so where could I find a replacement fan?

it has a fan to help cool it if the fan dont work you risk it burning out .if it burns out then it could do damage to the m/board.try looking round the computer fairs for someone selling second user parts they might have a fan from somthing els thats the right size,you might be lucky and a local computer shop might have a fan to fit.
myself I wouldent risk it without a working fan .
