    Default Blocked Mobile Phones

If a mobile phone operator "blocks" a mobile, is it possible with the correct cables/software to get it to accept a new sim and be reactivated. Is there indeed a difference between a phone being simply "locked" ie to a network and "blocked" from accepting any sim to work on any network?

'Locked' - Phone has been locked by SP to only allow it's own SP's SIM's in the phone. Unlocking gets round this, and is totally legal.

'Blocked' - Phone has been barred by SP due to being lost/stolen or other fraud violations. Very ILLEGAL to unblock.
