Mate of mine bought a 17" Iiyama tft. It's a lovely bit of kit, unfortunately i can't remember the model. There's some on the link above for less than £400, but if you shop around, you should be able to get them cheaper still (I think )
I've had Iiyama monitors before, and i've been very impressed with them.

With £400 to spend on a 17" TFT the only thing you might have difficulty getting is a monitor with a digital input.
You could try looking at
Samsung 171P it might cost a little more than £400 (maybe £450 if you shop around) but it does come with dual inputs.
i have found a sharp 17" with a dvi input 500:1 contrast ratio and 20ms response time for £365 it looks decent but cant find any online independant opinions also what is the difference between contrast ratios
