CJ is the dude to ask about graphics.
For images that will need resizing (for CD cases, websites posters etc etc) I think it is really important to use vector graphics which (i beleive) can be resized up or down with no loss of quality.
Not sure which app's do this but a search on google will yield appropriate results and probably tutorials!
If you want vectors, you're best bet is probably something like freehand or illustrator i think, or you could even use flash (and yes, WTD's right - vectors can be scaled up and down with no loss of quality)

Macromedia Fireworks is a top notch graphics package, does both bitmap and vectors..
For logo design I would deffo recommend Adobe Illustrator, as already stated this creates vector based graphics as opposed to bitmap. Vector images can incrase and decrease in size without any loss of quality.
Having said that, if you are designing artwork for an album cover, flyer etc then design the logo in Illustrator (or any other vector based application) but make sure you design the actual artwork in Photoshop, making sure the artwork is 300 dots per inch for traditional print media, if its just for the web then 72 dots per inch will do.
Be warned, there is a learning curve for both Illustrator and Photoshop if you are new to them, but there are plenty of tutorials around online. Don't expect to open either package and produce results straight away.

Cheers cj, it's gonna be for both web and media, mainly cd covers,posters, prints for T-shirts etc.. not sure what you mean about designing in photoshop first though, can't adobe photoshop be used for both purposes...vector graphics and all?
