IMEI is the serial number matched to a mobile handset , everyones is different and if a phone is stolen it is barred/blocked by this number , CHANGING is ILLEGAL and not talked about here as stated in the Rules! .. hope this clears your imei question up for you

My interpretation of "no discussion of IMEI changing allowed" means that it is not allowed to talk about it. Asking what it means is talking about it.

If people ask about it then it just gives them or others the idea to do it. Thus generating more interest in the subject, therefore more questions that skate around the edges of other peoples interpretation of the "no discussion of IMEI changing allowed" rule.

But hey,,, who am I to interpret the rules for others.
