Help for a beginner please

I am totally new to web design. Basically, I have bought my domain name and mywebspace and I'm literate using Flash FXP. My mate is gonna give me a hand to create my site but hes away at the mo. All I want is a frontpage that will say "This site is under construction. For more info please e-mail bla bla bla" I imagine this cant be that hard, where do I strat though?

save as "index.html"

upload the file to your webserver in the root directory.

I would recommend you to ask your provider setup for you an app like phpnuke. It is an content management that automates many tasks without your attention.
