Will a Tivo from the US work here in the UK?

Kind of. there is a fudge you can use to get it to work but its a hell of a lot of work. Also bear in mind that the output signal would be NTSC, the tuner would need replacing to get the UK frequencies, if you would be using SCART you would need a PAL to NTSC conversion box and the serial number would be US which means that you would need to generate your own EPG data as I believe there is still no way to grab UK listings on a US box.
