Rumour's are a funny thing. There are so many around that most are discarded quite quickly, but when one this big comes around you have to take notice.
It seems Microsoft may well be planning a big exclusive on the next Half Life game by pumping devlopers Valve with a big wad of cash. Of course a PC version is inevitable, Valve would never give Microsoft sole exclusivity like that, but as for console exclusivity you never know.
A XNA technology presentation for the Xbox 360 in spain had Valve's name accompanied by the title "Half Life 3" on one of the slides. This of course could just be a rumour, but the list also contains confirmed Xbox 360 releases so something in there is right.
The mere fact that Half Life 3 might be in development is exciting enough. That it might be an Xbox 360 exclusive is even better. This would be very bad news for the PS3 if this is the case as both Halo and Half Life are the biggest games in their genre. Sony are well known for exclusive titles appearing only on their consoles and it seems Microsoft is hoping to do the same.
