they can be changed to english, you get the choice when you first turn the machine on.
the psu is the same, its just the cable which you plug in is different.
the new style 360 psus dont have a notch in the hole, so you can use a standard pc cable.

The first xbox 360 i had was German off Ebay.
Everything is compatable and had no problems sending it back to microsoft when it broke.
