Mirroring non booting hard disc onto a new one

My hard disc appears to have developed a fault or two. I can see the files if I boot up with bartpe so I know they are there although which files will be copyable is another matter.

I've got another hard disc, so what I thought rather than reinstall everything on that which will take ages, I was going to try mirror the broken disc onto the new one, which should be quicker than reinstalling. Windows isn't installed on the new disc so I'm looking for some software that can mirror the disc onto the other via a boot cd or similar. If it fails, I'll just have to reinstall.

Any suggestions?

Best option by far is Ghost.
Not the silly domestic product but the commercial one.
I'll PM you details.

Make a data disc and include ghost.exe and ghost.env as the data.
Make it bootable using the boot image Arnes Boot Record.img.
That then gives you a bootable Ghost CD/DVD that will let you perform all the operations you need.

up and running again, I ghosted the other disc onto the new one (took the opportunity to upgrade to 500 gig whilst I was at it , still didn't boot so I did a repair install. Everything looks good now, I've had to reapply windows update updates and reinstall a couple of apps but it was far quicker and easier than reinstalling.
