Forget what the signal strength is are you gettng all of the channels without any blockiness?
If so then you have no need to change your aerial.

i ahve a good ariel up and still get the odd picture freeze . but not a lot. never even check the strenght. as long as it works
Some of my muxes are less than 60% and i'm on an outside aerial, I wouldn't worry about it if the picture is fine.

Another thing....I wouldnt recommend a loft aerial...get a decent external aerial.
You should be able to buy a suitable one for <£30.
