Changing sound file properties help needed

Not sure if this is the right place but didnt know where else to post it. I have 2 small sound files that need to be either 1 or 2 channel, sample: 44100 and 8 or 16 bits per sample. They are 1 second files needed to be inserted within a VB type app. Im thinking for some one that knows what there doing its a 30 second job.

Could anyone sort this out for me please? Files are loaded up at:
