Had a quick go doing a Tilt n' Shift on Vista 64 Ultimate and it seemed to do it quick enough. The only bit that took a little while was applying the lens blur to a 3888 pixesl wide image.

Sorry mate.. brain fade there for a moment.

    What's your process?

    I open the image
    Q for Quick Mask
Gradient tool using the fourth one along (reflected gradient)
Select the area to be blurred
Q again to come out of quick mask
Apply Lens filter at around a radius of 43 and click OK
    Deselect the area
Adjust Saturation to whatever level required.
Possibly even remove some noise a few times using noise ninja to get even more plastic type feel depending on the image.

It worked for me ok on Vista.

Ironically, I actually ran my drive image over last night and went back to XP. Vista runs absolutely beautifully on my PC but it shafts my FPS in games. Absolutely fine on XP though.
