A cat c will usually need a vic check before you can apply for a log book, you'll only need an mot if you drive it to the vic test station but road tax isn't required.
At some vic testing stations you can also tax your bike after passing the test while you're there.
On the front of your new log book at the bottom it will say something like 'Vehicle substantially damaged, identity checked on...' which can be a swine should you fail to tell the new owner when you sell it.
Not all cat c's need a vic though so ring the dvla on the link below and check first.

All the info and the download link for a vic check application is below m8, you can download a log book application form from www.dvla.gov.uk/media/pdf/forms/v62.pdf

thanks for the reply it looks like i need to get the vic test as the bike is less than 3 years old and dont need a mot i will ring the nearest vic test station and ask just to be sure i have been looking on other forums and most are saying bikes dont need vic tests any more but i think thats wrong they are not very clear on vosa website and didnt want to phone them they pass from one to another last time i phoned .
