It does apply but theres also a 2p/l increase in fuel duty so price will stay the same.

They know they're not going to win the next election (and probably don't want to either) so will try to be nice with things like this so when the tories get in they'll say 'oooh we told you so they've gone and hiked up taxes' when the tories try to get the money that we need to dig ourselves left by Gordon + chums.

It's pure lip service people think they're getting something cheaper when it's a matter of pence unless your spending hundreds then its a few quid when it goes up everyone will moan but it will hardly make any difference at all if i'm spending £600 on something an extra few quid isn't going to stop me.
I heard on the radio last week that an importer has lost 2.5% VAT on goods his imported as he can only recovery the 15% of goods he sells after having to pay 17.5%.....seems like a win win for Mr Brown all round.
