    That's vista for you...

Maybe try chkdsk from somewhere and if that dont work, put in a ubuntu live cd and back up all your shit and reformat that sucker

When you say downloading do you mean installing? I find it hard to believe that a download freezing would cause a corrupt boot sequence but if you were installing the OS it is most possible. If you have tried the recovary options on the vista DVD then try Hirens boot cd, it has a lot of utilities that might be able to sort the disc, or try an app called Spinrite but thats for hard drive erros not corrupt installs.

Failing that I would say booting to the disc for a format then fresh install is the only choice. Do you get any error codes? Or a BSOD?

Not sure if you've tried this mate but if you haven't it's a Windows Vista Recovery Disk (incase you haven't got a Vista Install disk). Download the correct ISO (32bit or 64bit) and burn it to a CD then boot from it. According to the article you can use system restore or access the recovery console as well as some other stuff.

I'll throw my 2 cents in here as well. I've used the following from Microsoft to restore a corrupt MBR in Vista: http://support.microsoft.com/kb/927392

What he said above. I wouldn't recommend using a third party OS selector/manager unless you have several OS's on your HDD. GRUB, GAG or Acronis will all do this, but the official MS way to fix is better for you.
