Pull the plug and battery out, take the case off so you can get the main board off and and look for a little jumper somewhere on the board (usually near the battery). Pull it off and leave it 10 seconds so that the board discharges. It may say something like CLEAR CMOS next to it...
latitude's are laptops unless im mistaken which are not so straight forward as the desktop procedure which has been suggested. Unless the laptop was originally registered with yourself I seriously doubt dell will entertain you either.
Laptops usually envolve removing a small (possible 'hidden') cmos battery, but then again some laptops do not have a battery other than the main system battery.. shorting of certain bios chip legs etc. Sorry I can't be more accurate, personally if I were really determined I'd look through the first few pages of google if it I didnt see anything promising the laptop would get broken up for parts.. if I was approached by someone I didn't know to well I'd just send them packing pretty much straight away.. too much hastle and FAR more complicated than removing a desktop pc bios password.. the only exception I have come accross was an old ibm laptop with a 'hidden' compartment under main battery housing cmos battery - they dont make them like they used to though
btw, you can chat with dell agent through website, costs nowt

There are a number of different passwords you can set on a laptop:
Power On Password (pop). this password can be reset by unplugging the cmos battery for a while, and plugging it back in.
Supervisor/bios Password (***). this requires reading the eeprom chip (8 leg or 14 leg) with an electronic device by using another pc's serial port or by paperclip method if model type available.
Hard Drive Password (hdp). this is usually tied to ***, but not all the time. it requires special software and a library of known manufacturer's password. but can be cracked either recovering the data or wiping the data.
Do you have to enter a password to boot?
Can you boot to a CD or does it prompt you for a password to change boot order?

@Tombott,
I can login and use the laptop perfectly but i'm trying to reinstall windows from cd, but everytime I boot up the with the install cd in thr dvd drive the laptop goes stratight to the existing install of windows. which is why i'm trying to get into the bios to change the boot order. HEeeeeLp
Whereabouts in london are you? I have a d620 with virtually a fresh windows xp pro sp3 build on it. Could always image it to your disk if you have no joy.
Please pm me in case I forget to come back to this thread.
If you're just wanting to boot from the CD you should be able to press F12 at the BIOS screen and that should bring up the boot menu...
Good point
No need to change the boot order power on F12 Then CD but if it asks for bios password
