Not used BeebEm for a while, but is it possible to change the memory configuration? For example make it emulate a Master 128 or similar? Or maybe change the PAGE address.
On a real Beeb the Page address is &E00 for cassette machines and &1900 for Disc machines, but a lot of games needed the extra memory used by the disc interface. So they would load from the disc, and then get moved down to the lower address in order to run with enough memory.
Not sure about Football Manager, but if it is a cassette game that has been put on a disc image, then that could be the problem.
