cb is a total different frequency to pmr that taxis use. the best way to listen to them would be either a scanner. or a 2m 70cms amateur radio that can be unlocked. some will even let you transmit aswell in the band. i had one once and its great fun.
some of the black cab taxi's use what was known as alpha channels and there was a board that you could fit to cb's to pick them up i think that is what he is talking about i don't know if they still use these channells now it was years ago when they were about
but like ginger says a good scanner would be a better bet if all you want to do is listen
All High Street Taxi drivers use Midland 40channel CBs in my area
