ISP?

I have been given a problem to solve and I hope someone on here might give me a hand. I have a 1gb pipe and i am looking for software to distribute to the building so that become the ISP. I need to allocate:
Bills
Check useage
throttle connections
etc.

I have been doing a lot of research and most state I need to use a linux box tbh linux gives me cold sweats..

I am 100% windows certified and the timescale I have means that learning Linux is probably not an opton.

Does anyone know of a x86 platform based application which can perform this job?

Not sure on all the bits you need but i use netlimiter on my home network. this can be setup to restrict/throttle monitor all the connections. There`s even a Win7 beta 64 bit i am testing out and works a treat

It needs to be able to allow accounts to be created and them accounts need to be billed seperatley. Thanks for the idea mickey
