You can use an NTSC to PAL converter for NTSC games, you can buy them from http://www.techtrix.co.uk/ and you can use DUP-DVD to burn .bin files without the .cue file, I know that it's for DVD to VCD, but it burns the file properly.
There is realy no easy way on patching the game, most games use several points for checking the video mode. The solution provided by Domain28 is the only way to be sure. diskjuggler will burn .bins, id expect fireburner to aswell
why do you need to convert? does your telly not support ntsc?
i just play ntsc games direct on my ps2.
