Default Fix a Magazine type scan in Photoshop?

Not a lot of activity in this forum in the past year!

I've been asked to improve the quality some CD Covers and add them to a website at 1000 x 1000.

I have no problem using Photoshop usually and most questions are answered by Google when I work with it. But this time, it's not covered too well.

When you look closely they look like what I can only describe as a magazine scan, you can see a pattern in the picture, I'm guessing to save ink?

How can I improve these scans with filters in Photoshop or other software?

I've tried Surface Blur, but cannot seem to get the best balance as I do not quite understand the difference between Radius and Threshold! Also tried Posterizing them, but again, cannot work out the settings.

Next stop - Photoshop for Dummies!

Any tips would be HUGELY appreciated.

If this is in the wrong place, please move it, I just was not too sure...
