I would tell the buyer, due to them being a new user, it could take up to 2 weeks for his item to be delivered. Also explain that the reason you are going to do this is because of the increase of fraudulent activity on paypal. I think a payment reversal can be initiated within 5 days at the end of the auction, so after 9 days, you should be safe.

Read up on Paypal to be certain. If the buyer is genuine, they should understand, if they get snotty, it's because they are trying it on.

    Thanks to DejaVu

You can set that people with low feedback are unable to bid on an auction.
I'd refund him and ask him to pay by other means. If they won't then so be it, relist.

Is he local? Could you work up a deal with him where you take 210 in cash instead?

In case you didn't know mate, if the transaction is reversed, paypal will just put your account into the negative, and then chase you to the end of the earth for the cash.

Also, as far as I know you can't block bidders with 0 feedback, only those with -1 or less.

    Shooooooo-ryuken!

    Thanks to flumperino

Copy and past the paypal email address he used to pay you into the facebook search bar.

If he has used that address it will show the correct profile. If you find him just drop him a message via facebook to confirm. We all started at 0 feedback.

Looking at Mickeys post with a profile link. That must be him.

    Thanks to JonEp
