Car Reg Database?

Seeing as everyone on here are knowledgable chaps I wanted to ask a quick question regarding car registration numbers.

I have a mate who wants me to create him a website for his brand new car valeting business that he is about to launch .. basically just a guy with a van and probably a jetwash and a dirty rag.

I thought I could add things like Online booking - linked to Google Calendar etc, Online payment via PayPal etc but also I thought wouldn't it be cool if there was a quick quote system where a user could enter their Car Reg Number and it came back with a model or type, this could then be used to give a quick quote, so say a 4x4 would maybe be £40 but a Polo would be £25 for example.

I know I can probably do this with a form but people hate filling forms out and this would be much simpler.

Does anyone know any (hopefully free) online databases where this could be tapped into?

I did do a search on here but came up empty and I did Google it but all I really found was a hoard of companies trying to sell that capability.

You can try contacting them, but I reckon it's a paid service for business.
You'll need to find out if they offer an API for their VRM service.
