I cant really tell from the image but I'm guessing you've got plaster walls that have been painted a few times and then papered over. When you've stripped the paper off some of the layers of paint have come away leaving a mixture of bare plaster and flakey paint.
If you want to do the job properly you need to strip off all the old paint. The easiest way is to use a scrapper and a heat gun and then give it a light sand. The end result, if the walls are old and battered probably wont be good enough to paint directly onto so you will need to use lining paper.
The quick/bodge method is to get rid of all the loose paint, seal the wall with PVA, size it with wallpaper paste and hang heavy duty lining paper (1400 grade).
As with any type of decorating, its all about the prep, the more effort you put in the better the end results.
