    Default UK pirates will get four warning letters a year

    Households in the UK that persistently pirate music and movies online will receive emails warning them that their actions are illegal from next year.



    The warnings are part of a new scheme brokered between internet service providers (ISPs) and the industry bodies representing content copyright holders to educate the public about online piracy.


    From the beginning of 2015, up to four warnings will be sent annually to individuals suspected of online piracy, although if these warnings are ignored no further action will be taken.


    The scheme is called Creative Content UK (previously known as the 'voluntary copyright alert programme' or Vcap) and is a significant step back from plans outlined in the Digital Economy Act 2010, which would have seen persistent pirates have their internet access cut.


    Speaking in March this year, creative industries Minister Ed Vaizey said that implementing the act fully had been held back by “significant technical obstacles”.


    In addition to cutting off internet access, industry rights holders also wanted the warnings to mention potential penalties facing pirates as well as giving the industry access to a database of known file-sharers.


    In addition to the letters, the government has also pledged to contribute £3.5 million to a new educational campaign promoting legal ways to download music and movies.


    Business secretary Vince Cable announced the scheme, saying: “It's a difficult industry to pin down and it's also difficult to protect. But unless you protect it then it's an industry that cannot function."


    Figures published by Ofcom last year suggested that nearly a quarter of all downlaods in the UK were of pirated content, but that just two per cent of users accounted for nearly three quarters (74 per cent) of the volume of downloads.

    Steve Kuncewicz, an expert in online and internet law, agreed. He speculated that the deal "may be a Trojan horse exercise in gathering intelligence about how seriously downloaders take threats".
    In other words, if it can be shown that asking nicely does not have a significant effect on curbing piracy, rights holders will for the first time have a seriously credible set of data with which to apply pressure for harder enforcement on those who simply do not want to pay for entertainment."

    Totally agree it's a Trojan horse and I would not trust Vince Cable he is scum and lists one of his biggest achievements as being the driving force behind getting the maximum sentence for software piracy increased from 2 years to 10 years.

    Successfully shepherded a private members bill through parliament Copyright, etc. and Trade Marks (Offences and Enforcement) Act 2002 in 2002. The bill was aimed at organised crime involved in large-scale copyright piracy. Vincent Cable obtained all party backing for the bill. Getting any private members bill passed is a major achievement as they can be easily stopped by nearly any member of parliament and often the government does not allow much if any time on the schedule for the bill. The Bill increased the maximum penalty for copyright theft in the UK from two years to 10 years it also gives the authorities increased provision to obtain search warrants and powers to seize goods.

    Now what member of the public demanded that and what member of the public thinks that for house breaking, mugging, GBH, possession of child pornography, sexual assault first offence most cases will get a community service order but for software piracy most cases result in a prison sentence, you actually have more chance of going to prison for a DVD of the latest blockbuster than a DVD of kiddy porn it's a fucking joke.

    yeah so they are putting out a bill and saying its intended for one thing (but e.g. has more powers if you read the fine print) and once the bill is passed the larger implications of the bill (or wider reaching parts) become apparent and it starts getting used for a much larger scale of operations than people were led to believe, and to fuel the fire i assume the media is gently adding the coal a bit at a time

    I don't know who is getting these warning letters cos the amount of downloading I do I am truly shocked I have never received any warning of any kind

    The only thing I do really is to change ISP at the end of every contract

    I don't know about anyone else but I would say that the movie download scene is just about dead.. certainly for movies still in theatres.. so the amount I actually download had plummeted massively. IT also seems to take quite some time for movies which have gone to DVD to appear. I mostly grab US tv shows now.

    This concerns me, also later in the thread someone advises against Private Internet Access as it is US based. Personally I thought the one probably worth trusting was iPred but it looks like the VPN market is a minefield.
