Iphone 4

Hi
I bought a second hand Iphone 4 from Ebay, i put the phone into a shop to get it unlocked.
The shop has told me it has been unlocked but will not open on any network?
Does it mean the phone has been repoted as lost or stolen?
Any info would help guys..

more than likely it has been if you tried activating via itunes with diff sims
