Looks like they are digging up the road to install virgin cable lines in our street

about 7 years too late, they should have done it when these houses were built but better late than never. Whats the crack these days with cable

hacked docsis 3 modems? like the good old days or is it all over?

All over i'm afraid.
Up and down speeds are good though, Super hub is a bit hit and miss, so put it in modem mode and use a different router if necessary.
They do throttle during peak hours but my downloads are set to go over night etc.

I was on the understanding in the new T&C's that throttling was a thing of the past and the only traffic shaping done now was on Uploads only and Downloads should be untouched 24/7
