you can do it in Photoshop, you will need a working version of Topaz labs lens effects plugin

I looked into on tilt and shift photography, I just looked it up and was keen, but price of lenses put me of. That said, knowing PS, I had a browse of tutorials. I thought it might be something of interest for you perhaps and added the initial tutorial I found.

It is for an older version of PS, but never the less, a good starter. Seems (i say seems I dont use it) a basic standard tutorial.

I recently bought a new Canon point and shoot - Ixus 510 HS - has it built into the software and lets you set the area to put the effect on. Works really well in the right scenario.
