I've got a BT Vision box hooked up to my Toshiba 32AV505DB via HDMI and set for 1080i.
About 2 weeks a go (before I got the TV) we had a mini power cut (all the lights and electrical items flicked off then on) and thats when these blue dots first appeared.
However the next day they were gone, and then I got my new (current) TV. When I set up the TV the blue dots came back after I unplugged the BT Vision box to do some stuff.
Then they went away again after a few hours. Two days ago I had to unplug the box again and the blue dots are back!
I have tried different HDMI cable's, different HDMI sockets on the TV, a scart cable, soft reseting the box (hold power button for 5 seconds) and hard resetting (holding "OK" and the down arrow while unplugging & replugging the box).
It downloaded all the software over and I lost all my recorded programs but I STILL have those dots!
Im sure its not my reception because I can pick up all freeview channels perfectly, and the TV's own built-in freeview tuner does not experience any problems at all, even though the signal to the TV goes via the BT Vision box first!
So everything is pointing towards the BT Vision box!
Anyone got any ideas on what the problem might be and how to sort it? Its really annoying me now!

Also....just to add, these dots are not on constantly, they flicker on & off very rapidly and they are most noticable on a dark background (almost not noticable at all on a white background).

EDIT: I just tried the free On-Demand stuff (namely Friends) and there's blue dots on that too, but it's not as bad. However there's no blue dots when I go into the TV guide, On-Demand menu, main menu or any menu for that matter! It only occurs when playing/watching something!
Also, when I pause live TV, or On-Demand stuff the blue dots pause with it, so its not something to do with moving objects and my TV. My PS3 works fine with both HDMI sockets too which also rules out the TV.
