search for ringtone designer, lets you make them on your iphone but you still have to connect to itunes to sync.
There is one on cydia but cant remember what it's called, did exactly what you asked. I'll see if I can find it again.

iTunes is a ballache. Use phonezap from cydia (different from the one on the app store iirc). Choose any section of any song on your iPhone song library. It's listed as a photography app but has a section for creating ringtones

hi mate theres an app in cydia called Anyring thats on the xsellize repo that will let u use ur music in ya itues library as a ringtone

I use ImToo ringtone maker, nice pc app that allows you to make the ringtone from any mp3 then automatically chucks it onto your phone. Its in the usual places ;)
