If you get the phone from an Apple Store, it comes factory unlocked. Buy it from a carrier and it will be locked to that network.
I know this but can't afford the full £500 upfront. Its a long story but I need to get it from O2 and I know they unlock phones but charge if you are still in contract. The real question is will they unlock a brand new phone. I've emailed them but not had a reply.
they unlocked my 3GS exactly 10 days after I bought it on payg
They charge £15 for unlocking a payg phone or free on contract (obviously you still have to keep paying the remainder of your contract month by month)

I've just done what I should have done if I wasn't so lazy and searched the O2 website. The iPhone 4 cannot be unlocked at this time :(

Yes. If you're a Pay Monthly customer, then your iPhone can be unlocked at any point for free. Don't forget that you will still need to honour the remainder of the minimum term of your contract.
Please note, iPhone 4 cannot be unlocked.
