Finding out who lives at a house in Liverpool

Could anyone tell me how i could find out who lives at a particular address?

My Mum has received a letter from Liverpool Council telling her that she needs to make improvements to a house that she doesn't own.
I thought it might be mistaken identity or a hoax at first but after she sent me a picture of the letter its defo legit, it has her full birth name on it and my dad has received the same letter, she said she would contact them Monday to find out what its all about but i thought i would try and do some digging first.

Neither of them have ever lived in Liverpool or owned a house in Liverpool.

Could this be identity theft?

Make a freedom of information request from the council as to where they got their information from. I had a council tax demand from my council pertaining to a name I don't know at all. They wouldn't tell me on the phone, so I made a FOI request and they informed me where they got their information from then.

Just an update, after several phone calls my mother eventually got in touch with Liverpool Council who looked into why she was receiving the demands to improve a property in Liverpool that she didn't own...
They said they would look into it and get back, she received a letter yesterday apologizing and telling her that her name has been removed from the registry but no other explanation as to why it was there in the first place.

Forgot to mention that my brother also got a land search done on the property which had the peoples names that JonEp sent me on it so god knows why Liverpool council came up with my Mum and Dads....

This is where a freedom of information request comes in. They will have to tell you then. Unless of course it's classified information 😀
