Nope. Apple are the only ones who can sort that - and not the apple stores. It has to be updated on their server.

I think it may be possible, I’ve seen services that seem to suggest they can do it and I think it’s through DNS so I guess you may need admin access to a WiFi network that the phone is already connected to. Otherwise you should be able to take proof of purchase to the Apple store but they are so strict, one of my clients had a load of their macs iCloud locked by a rogue employee and Apple would unlock some but not others. It was the 4-digit code so I unlocked the rest for them but that tool doesn’t work on iOS.
Look into Doulci, I’ve never tried it but read about it a few places.
Consensus on most of the forums is that Doulci etc don't work, in fact a lot of them have disappeared now, and anyone selling methods to unlock on EBay etc is a smoke and mirrors artist and you will lose your money.

If as i always assumed, an icloud lock was virtually unbreakable, why do all these scooter gangs target phones?
Even if thye're grabbed whilst active you still can't bypass the security without the security info to reset it.
