The music files in that game have to have a certain extention and certain filenames to fit the original songs. I don't remember the exact names/info on them but I remember you have to take the mp3 you want, rename it to fit that of another song file in the game, and then play that original song ingame...but instead of playing the original song, it plays your song.
Make sense? It's hard to explain without having the filenames, but pretend one file is called THPS3song.dat or something, and you want to put in song.mp3. Just rename the song.mp3 to THPS3song.dat, overwrite the original file with it (probably a good idea to back up original files though) and then you choose the THPS3song ingame, and it will play song.mp3.

change your mp3s with the .mus files
example:
coolsong.mp3
rename to ace.mus
(delete the ace.mus first!)
