Blending Options problem in Photoshop 7.0

I have WinMe and the last few days when I select the Blending Options it would take about 10 seconds for the window to popup. Today when I tried the window wouldn't popup at all it just freeze on the hand tool. I uninstalled it then reinstalled it and also tried the 7.01 update no luck. Anyone one else have this problem.
