It's seems almost impossible that one or two guys could get away with this and not get caught yet. How's this for a theory:
It's a group of people working together, someone drives a white box van, someone else drives a white Astro van, but the shooter drives something completely different, let's just say a black Camry. When the shooter wacks somebody from his black Camry he doesn't speed away but one of the white vans does drive away from the scene. After the van is gone he slowly leaves the area. You can pull over every white van in the country but you won't find anything. It would also explain why we're getting different descriptions of the driver(s) of the white vans.

Maybe, everytime we play a game it causes a jump into another universe, sowe are acctually controlling someone in another reality. So maybe it's some kid from another universe playing a game with cheat codes and he happened to land in our universe?
