Which two Football League teams don't have to wear an away kit if they don't want to,and why?

From what I have been able to find out it is Preston North End who aren't required to wear away strips by virtue of them being the first double winners & Reading who don't have to because they are from Royal Berkshire(why that makes a difference I have no idea).

I also remember reading that Notts County don't have to because they were the first team in the football league.

All of the above has been denied though.....lol
