is this a popup and how do i get rid of it

for some reasaon i have a web page that attaches itself to my internet explorer...every time i open IE they keep popping up as if part of the page....
if i go into intenet options and change my homepage as soon as i close it down and reopen it the pege is back.....

is there any programs that i can get to get rid of this rubbish
