CPU Usage

The CPU USAGE thing at bottom left of task manager, mine often hits 100% especially when looking at some websites (Scan Systems web site really kills it). When this happens I can't do owt, not even scroll the web page, I have to use task manager to shut down IE as the close button on the window won't even work! Anyone shed any light on this?
