Uploading Ringtones

This could be a stupid ass question(s)

I've a Nokia 6250i and i see a load of files with the ".rar" extension. I've tried to upload them to my phone but it won't let me saying 'this file is not allowed to be uploaded to the handset'

Can the 7250i only upload midi files as ring tones?

Also it seems to be restricting me to uploading at the most 15k. Is that the phone stopping me. Any way of unrestricting it?

U need a program called winrar to open the file then tell us whats inside
