Funny Motherboard!

my mates having a problem any help is appreciated :thumbs

I have taken out all hardware which is not needed to and i am using a 810e motherboardand. The problem is that when i try to put it on for the first time, the motherboard does not work. All the power rails are there as i checked it with a scope and the LED on the moterboard works but the fan does not works. If i switch the second time it works but then i tryied tuning it off and on around 1000 times a day and have notic the problem only happens in the first 100 on/off.
when you press the panel switch the motherboard works
The clock signel is also there
I Have also checked the battery and it looks ok but i think i have noticed the bois chagning and also on the bois even log i have got barry failure and memery decrease error.

what IC chip on the motherboard would cause this fault.

change battery and make sure connections are ok , if you can use a scope and change chips on a motherboard then i don't think there is a lot else to tell you ..... get a new m/bd ....... or try a new psu

How big is the PSU? If it's any lower than about 200 you could be looking at buying a bigger PSU.

What is the connection like between the PSU and Motherboard? Also to eliminate the problem i'd try it with another PSU.
