I was trying to call my brother in Bolivia last night and I couldn't get through. I managed to phone the embassy there and that rang, but when I phoned the payphone he was waiting hear I got a busy message back (it wasn't busy). When I phoned it from my landline I got straight through.
Had any experience of this?
