Can someone please tell me were I can get the new digital tetra frequancy's for the police in Liverpool

The new digital frequency is no good to you even if you know it. theres nothing available on the market to listen to tetra at present. and i dont expect there will be for quite some time. leonard.

Yep, you cant listen into tetra or decode it, and its unlikely we ever will be able to, unfortunately.
I was in Liverpool for the past few months and i only seem to hear a couple of police channels being used in the 154/155MHz area....and even then, i can only hear one side of the conversation, the reply is just beeping. Must be encoded somehow.
