A filter should be in place to ban the IP addy (or range of addys). I'd also contact his uni about the abuse. Maybe LE could draft a letter.

back in the days of the pitt we had a guy sign up a few times. You may remember him, he used to type in SMS form..

Well he had the same IP as no1ruffryder but it was assumed a coincidence at the time....
