Yes you can call Skype from regular phones but you need to pay for a Skype number, this is called SkypeIn.
You pay for how long you want your number.Get a SkypeIn Number
When you have a SkypeIn number, your friends who don't have Skype can call a regular phone number and you can pick up the call on your computer.
3 Months - €10 (roughly £6.90)
12 Months - €30 (roughly £20.70)
You can choose what number you want down to a certain level i.e Area code/prefix Country etc.

if you werent using Skype, but an alternate VoIP system that supports SIP then you can get free landline numbers that redirect to your PC phone.
handy for those with relative in foreign countries, you can setup a SIP number thats local to them and hence possibly a free call, then they call local only to be connected to your PC wherever you are.
you can get SIP phone numbers for a lot of area codes in the UK and quite a few in the USA.
I am on a cable for the net so I don't really need a phone line at all I am playing a tenner a month line rental which seems pointless as I have a contract mobile phone.

with regards to SkypeIN. I signed up for it yesterday and once again I am more than impressed with it. I even managed to pick a decent UK number too. Emailed it to a few mates in the UK and it works spot on. I'm in Sweden at the minute so this skypeIN service is ideal. Downloading and installing skype is one of the best things I've done.
